Heat the olive oil over medium heat in a large nonstick skillet. Add potatoes, toss to coat with oil, and place a lid on the pan. Allow the potatoes to cook covered for 10 minutes.
Remove the lid and increase the heat to medium high. Add the onion, bell pepper, sea salt, pepper, garlic powder, and smoked paprika. Cook for 15 minutes, stirring occasionally, until the potatoes and vegetables turn golden brown.
Toss with chopped parsley and remove from heat.
While the hash cooks prepare the cauliflower hashbrowns in the oven or air fryer. If using the oven, bake on 400F for 20 mins, or until golden brown. If you using an airfryer, airfry on 350F for 12 minutes or until golden brown.
Spread mashed avocado onto cauliflower hash browns, and top with potato hash. Serve with a drizzle or sriracha and maple syrup. Enjoy!
